CSV download from Publisher Statistics - inclusion of publishers with no files #319

The CSV download from this page:
http://dashboard.iatistandard.org/timeliness.html

includes publishers such as:

This publisher does not have any files:
http://iatiregistry.org/publisher/eco-fuelafrica

In other CSV downloads, these publishers are not included, meaning it is difficult to cross-match the data offline

As an update to this issue, this also appears to affect the Dashboard Timeliness HTML page:

Publishers with no current data appear to be:
