Implement card with floating title

Add a card component like the below (from https://iatistandard.org homepage) with image and floating title

I think we could also use a version that doesn't have an image

These would be good to have. I was thinking of replacing the list of numerical overview information on the dashboard with something like a set of small cards like you flagged @robredpath. Perhaps in a carousel - so that might be a good (experimental) use case to test these out with.
