Separate out vehicle_emissions into two functions #19

We can separate out vehicle_emissions into vehicle_emissions and land_emissions:

vehicle_emissions - do what's under:

  • Level 1: Business travel - land (for car, bike)
  • Level 1: WTT-pass vehs and travel (land) (for car, bike)
  • Level 1: UK electricity for EVs
  • Level 1: UK electricity T&D for EVs
  • Level 1: Delivery Vehicles
  • Level 1: WTT-Delivery vehs & freight
  • Potentially also "Manage assets: Vehicles" as another option? - owned_by_org?

land_emissions - do what's under:

  • Everything under vehicle_emissions (including owned_by_org?)
  • Level 1: Business travel - land (for taxi, bus, rail)
  • Level 1: WTT-pass vehs and travel (land) (for taxi, bus, rail)

How to handle rail here and rail_emissions function elsewhere?
These should be combined
