Add Metrics API to get datasets by subject AND to month #3

We added new metrics on the Dataverse side in 5398. We should update the metrics aggregator to reflect these new metrics.

remove "datasets/bySubject/toMonth" #4
093cf68 
We are removing the "datasets/bySubject/toMonth" endpoint from
the sample config and README because it currently requires that
all Dataverse installations be 4.11 or higher. We want to keep
the bar lower and focus for now on showing the 6 plots that only
require Dataverse 4.9 or higher.

We'll re-open #3 to track this 7th endpoint.

Reopening after discussing #4 (comment) with @djbrooke

We decided to remove this 7th endpoint from the sample config and README in 093cf68 to unblock #4. We haven't created a plot for this endpoint anyway.

If someone wants to pick this up, I'm happy to share additional thoughts.
