Investigate what's involved in backporting the community workflow feature back from v13 to v12

There is very little work required as it turns out that this was quietly released, without any fanfare or acknowledgement even.

On October 30, it was backported to the maint-10.x branch with inveniosoftware/invenio-rdm-records#1844

This introduces the config

RDM_COMMUNITY_REQUIRED_TO_PUBLISH = False

There is a minor bug needing fixed on invenio-app-rdm in the event a user tries to remove a record from a community, that would orphan the record but this would not be an issue for our use case. See inveniosoftware/invenio-app-rdm#2201 and inveniosoftware/react-invenio-forms#202
