Default language set to fr.

The problem is that menus show links unprefixed /a-propos/nous.html,
If the language switcher is used on this page the url becomes language prefixed /en/about/us.html

Switching language to english on home page shows all links unprefixed /about/us.html

The problematic effect is seen when unprefixed links are shared, since without the cookie, and the default French language, the links cause 404s.
