I'm opening this issue to kick off the CI / CD process to start with dealing with model updates and publishing to a backend for heroku. Goals:

CI Job that can detect when a migration is needed
When we merge to master, the CI job should connect to heroku and perform the migration for the master branch along with push
Test PR to include a version table
setup our first GitHub CI job with Actions
setup our Heroku account to host a postgress or mysql db.
