Emergency Meeting says "Waiting For Host"

Describe the bug
All players, including the host, are unable to call an emergency meeting during the round as it keeps showing "Waiting for Host". The host ping is around 60-70 ms. All emergency meeting options were turned on, yet no one was able to call a meeting.

To Reproduce
Steps to reproduce the behavior:

1. Start a modded game with a modded host and unmodded players.
2. Call an emergency meeting after cooldown.
3. The display shows "Waiting for Host," and the meeting isn't called.
