Ship a release: create a GH release based on a tag, associated image will be pushed to quay. Note the "name" field dictates the tag that ends up in quay, rather than the "source tag". This lets us do pre-releases (e.g. call 0.0.3-rc1, mark as pre-release, and it will push as such).
