SPIKE: Test QA deploy process

The QA team at Cornell have developed a process for deploying QA to AWS: https://github.com/LD4P/qa_server_aws_deploy/wiki

The goal of this ticket is to test these instructions using our development environment. Please reach out to @kamchan with any questions about our environment and/or any additional permissions that are necessary.

@elrayle and @gdelisle are available to answer any questions -- see @justinlittman about how to reach them on slack.

Based on Cornell's own internal testing, this will probably take about a half day.

Also, please tear down when completed.
