Need a config application running on cross-compile host PC.

Currently, we use separate config.mk for each platform, and a trivial ousia_cfg.h for os config.
This is not convenient while configuring the system, especially for those who are users but not developers.
So we need a new config mechanism such as menuconfig of linux.
This issue can be a low priority but important one.
