I think the problem here is, that the min range is not added to the ray range. You could try to set the min ray length to 0.0 and see if the offset between the two sensors is fixed or not.
I have placed two Lidar in Gazebo by facing to same object
It giving some error related to the relative position of two Lidar, any idea how we can fix it.
