Tests are using the wrong branch

When PRs run they seem to test the master branch, and not the combined master branch + PR. This has resulted in PRs that go green but should have been red, requiring a follow-up PR that goes red until it's merged and then master is green. e.g. #1821 / #1826 and #1806 / #1812
