McStas PowderN: Using both d_phi and d_omega supresses incoherent scattering #1718

Weirdly enough, setting both d_phi and d_omega in PowderN seems to suppress incoherent scattering.

Asking for both is anyway nonsensical, solution should be to exit in error if this is done.

Asking for both is in fact not nonsensical:
d_omega must be supplied with a target_index
