Links Portlet: Header title/translations lost if display option is disbaled #2679

Steps to reproduce the behavior:

Add link portlet in any page
choose header option activated and add header translations & save
update links portlet and disable header display & save
update links portlet and enable header display

Actual:
Previously saved header values removed

Expected:
header value and its saved translations should persist even if header option is disabled
