Some changes don't get propagated into the API as observable changes. See martinthomson/i-d-template#229 where I discovered that deleting a label doesn't result in issues with that label being considered to be modified in the API.

There are probably a bunch of things that fall into this category. The question is whether there is anything that might be done to manage them. It might be that the best option is to document the limitation and then recommend the occasional full archive, which might be a manual process.
