Throw an error for missing blueprint var

We should throw an error or warning to the user if an environment var is detected in a blueprint but not found. A missing var could cause the system to finishing being setup but fail due to missing values. This should be done as part of the blueprint validation checks that run before the cluster starts to be setup.
