Subsystem running tasks should be handled at the Task level, not by various slightly different implementations

Won't fix: the main implementations that run task do handle this behaviour correctly so it would not fix anything, whereas abom runs them sequentially with no regards to subsystem. the implementation would need to increase the API surface to differentiate between subsystem vs the real run method - maybe a restructure of this system is required.

limits the ability to run default tasks in autonomous, effectively halving the capability of the task system and causing unknown behaviour
