회원등급은 적립률만 변경가능
(기존의 4개 일반,로얄,골드,플레티넘 의 단계를 유지함)

추가하면 자동으로 기존의 등급은 비활성화 처리

회원상태 조회 및 상태변경 가능 (잠금상태로)
