Install / test istSOS addons VistSOS / OAT library (lower priority)

For illustration purposes it would be cool if we add
VistSOS (https://github.com/istSOS/VistSOS) [installation unfortunately undocumented] and (later) the
OAT library (https://wiki.osgeo.org/wiki/GSoC_17:_istSOS-Data_analysis_and_statistical_tools_suite) [might require update of our installation to development version of istSOS]
No high priory on this one, and not necessary stuff @pesekon2 has to bother with...

VistSOS seems pretty good to me. I have wrote an e-mail to Felipe, author of VistSOS about installation and configuration, so we will see after his answer.

I had a little talk with Felipe and he has to check something firstly. He will send me some answers during next week.
