Signs dont wok facing north placed on block

Current behavior
Signs will not work by using /as addsign or by using the sign itself for setup if their facing north and placed on a block. they will work when they are "free standing"

Expected behavior
The sign to show [For rent] etc

Steps to reproduce

1. Create region
2. set region for rent
3. place sign
4. /add sign
