Meet NCO Standard - Review python script to enable/implement verbose log

Fix python program log to ensure it follow production stand that match the detail of bash set -x standard by output verbose log.
For example, exrrfs_process_glmfed.py only display:
.../process_glmfed_enkf/fedobs.nc (where ... is the COMOUT for the job)
FED obs found: 2204
FED observations processed. Exiting.
It should be fixed to display all details.
