Current Review attachments/artifacts are stored in an ill-defined set of fields in Review metadata.
This is likely unsustainable if the feature is used at scale.

The Review attachment scheme is not well defined. Turn Reference UI implementation into API documentation.
Explore alternative storage solutions using external storage.

Beyond storage considerations, determine if feature is feasible and should be fleshed out:
More defined API support
Import/Export behavior- currently, attachments can only be created in and are only visible in the UI.
