What's this do?

Update ci scripts to use new lcplib version.
Preparation of lcp server and lcp profile update.

Why are we doing this? (w/ Notion link if applicable)

Updated encryption
New library can read lcp licenses generated with LCP profiles 1.0 and 2.x (2.0 to 2.9

Dependencies for merging? Releasing to production?

Client side can be updated regardless of server version.

Did someone actually run this code to verify it works?

Tested on simulator

Have the Transifex translators been notified?

N/A
