LICENSE doesn't grant any permission?

While the license appears to limit liability, it doesn't actually grant anyone the ability to use the code in this repo. Perhaps it was meant to be similar to the MIT License?

If you're willing to update the license file, I'd love a chance to use the code here. Thanks!
