Converted to PIP package

The entire structure of BCML has been redone so that it can be distributed as a PIP package. There are also one or two other minor changes.

Fix dumb pack merging bug

Pack merging was broken in 0.9 because I'm a careless fool. Problem solved.

Polishes and export script

New release has several improvements:

• Automatically enables installed mods in Cemu
• Stops merging packs when installing mods that have no packs
• Added a script to export your entire mod configuration as a standalone mod in graphicPack, SDCafiine, or mlc title format

Fixed stupid bug

Fixed bug that would cause an error complaining in certain mods that there is no rules.txt file.

Initial beta

Give this thing a shot and tell me if I need to fix or add anything.

Possible bug: Will probably not work completely with non-US versions of BOTW.
