NCO and NCL not available on fram or betzy with newer toolchains #47

NCO and NCL is needed in various places to create mapping files and surface datasets with ctsm.

IE : CTSM/tools/contrib]$ ncl create_scrip_file.ncl
and : CTSM/tools/contrib]$ ncl mkunitymap.ncl

NCL is available on betzy now with foss202a.
Do module use /cluster/shared/noresm/ncl_mods/modules/all, module load NCL/6.6.2-foss-2022a
