When underwater, modern submarines had the ability to raise an antenna that floated, similar to the towed sonar array. This allowed some communications while underwater without having to bring the boat closer to the surface to raise the relatively short antenna mast.
The towed antenna should only allow certain types of transmissions (UHF/VHF/VLF etc) and the mast should allow all types of communications (satellite etc)
