[Feature] Expose check and deploy commands as a library

This would be super helpful for library authors building tooling for Stylus, not to have to replicate all this work themselves or start separate processes to tap into the functionality in cargo-stylus.

For example, once foundry-rs/foundry#7589 lands, talking to anvil directly would be great. Namely, a workflow like the following:

• Fork https://stylus-testnet.arbitrum.io/rpc
• Deploy contract to the fork (Including activation).
• Run tests against the fork.

Adding this to the SDK probably makes sense, but I'm opening it here because the functionality already exists here.

(On a side note, having activation functionality exposed as well would also be super helpful, but that doesn't belong here)
