Describe the bug
Refer to the GitHub #12548

When configuring the App in the Teams' dev portal (https://dev.teams.microsoft.com) the App package is still offering "Upgrade to 1.17" version instead of 1.19 as described in the App Manifest documentation

To Reproduce
Steps to reproduce the behavior:

  1. Go to Teams Dev Portal
  2. Configure your Teams App
  3. Locate to the App Package menu under Publish.
  4. See the purple box indicating Upgrade to 1.17

Expected behavior
The option here should be Upgrade to 1.19 consistent with the as shown in the App Manifest documentation
