Describe the bug
Ref #12548, #12549, #12634. #12635

The behavior of Teams toolkit (configurable capabilities, schema validation and execution) across Visual Studio, Dev Portal, documentation and also in Visual Code is totally out of sync.

To Reproduce
Steps to reproduce the behavior:

  1. Follow instruction in Teams App preview [dev portal or visual studio] results in Error - "There was a problem reaching this app" #12548, Reference to #12548 | How to Create and configure "React, TypeScript based Teams App" using Teams Toolkit in Visual Studio #12549
  2. Modify manifest to add bots and copilotAgent section
  3. Using the Teams Toolkit in the Visual studio - click on Prepare App dependencies
  4. You will see app validation failed errors in both or either change applied in the step 2

Expected behavior
Synchronize the Teams Toolkit capabilities and documentations for configuration and execution across channels used for building Teams App solutions.
