There was a time (in very early releases of Win 11) that this could be done, but it appears that this ability was removed via Microsoft Developers. The following is a good source/link that provides more clarity regarding this. I'm not (personally) aware of this ability using something via a 3rd party. Can Open Shell be used to move the Windows 11 taskbar to the sides or the top of the screen? I know many people who want to do this, and it seems that Windows 11 has removed access to this feature, so I'm hoping Open Shell can come to the rescue here.
Many users have wide screens and find it more convenient to move their task bar to the left-hand or right-hand side of the screen so they can see more tasks at once.
Some users also prefer to move their task bar to the top of the screen. This is particularly useful when remotely controlling Windows computers that have larger screens when we don't want to use screen scaling options, because then we don't need to pan the screen down to access the various functions that are provided by the task bar.
