Instructions using QGIS or ArcGIS. Some of this may already exist elsewhere (Chris Thiry may have ArcGIS steps). In any case, link to these from https://openindexmaps.github.io/

Include guidance for setting the order of features.

This is important for overlapping polygons -- features at the end of the geojson file are drawn last, and will receive the click in geoblacklight.

Is the goal to update GeoBlacklight so that when you click on overlapping polygons, the information for all of them comes up? Until GeoBlacklight is updated, this will be true though.
