Mapper 0.9.5 does not start after installatoion #2307

Steps to reproduce

1.Deinstalled olde version 0.9.0
2.Instsalled version 0.9.5 Installation was done
3.Start the mapper.exe : NOTHING happens. procssor says 0%.

Actual behaviour

Nothing, program does not start

Expected behaviour

Should simply start and run

Configuration

Mapper Version:0.9.5
Operating System: Windows 10 pro : 22H2 newest)

For Test Firewall and Win Defender temporary deactivated, but doe not help.
Reinstalled several times but does not help.
Nothing in Event Log....

When I "change User" to Administrator then it can start th program.
But when I chnage back to "normal user" programm does not start any more....

I couldn't verify this issue on this particular Windows version. I would guess that either there is something in the user environment (PATH) interfering with runtime libraries, or some anti-malware software (e.g. Windows Defender) is preventing the execution in a non-obvious way. (But that software should care even more about the Administrator, so this is unlikely.)
