Routing: Support single routing configuration file #75

Currently it is not possible to have a single configuration file that contains instances and file based routing data.

Doing so results in schema validation error as the schema doesn't allow extend ability.

Options:

Path transport + FBR packages.
Merge FBR package into transport package.
