picotcp were using GPLv2 and GPLv3 license, can this be porting into Piko/RT?

There is an internal work that brings ELF loader to Piko/RT, but I have not merged it back to master branch yet. @yenwu and I will ensure ELF loader first and then append license information about userspace programs, which should state the independence from the aspect of licensing model.
