[Suggestion] Option to change where the palette is located #1117

Description
The palette is located on the bottom left of the program, so when your taskbar is set to auto-hide, you'd fight with it and Pinta occasionally. It would nice to have an option to move it to another size of the screen since it seems the UI is locked in place.

Additional context
Ideally, it'd be perfect for it to be near the top bar given all the free space. It could also go with the history and layer stuff.

I'm also using the latest flatpak version 2.1.2

The layout indeed is less flexible than it used to be, since the old UI docking library from Pinta 1.x had to be dropped when porting to GTK3. Going forward we should investigate libpanel which seems promising, but that's obviously a larger project

In terms of simpler fixes, just adding an option to have it near the top might be the easiest to try out and see how it looks.
