Upgrade vertexAI infra option to workers

To give more context, it would be nice to be able to have a work pool that effectively runs Vertex AI Custom Training jobs, similar to what the infrastructure block used to do. This way, we don't have to kick of an ECS Task to then further kick off a Vertex AI Training Job, etc.

One small request here would be for the VertexAI Job URL to be logged by the worker and presented in the flow run logs as it was in Prefect 1 (see here).
