Ran across this problem this morning...the TOC sort is not working correctly here. Likely related to the special papers they have with ID exceptions added, e.g.,

APA.063D.NP0033A(bKBD3).xml

Problem could be in Client or Server -- I didn't have time to check yet, but wanted to document the issue.
