V pandas/groupby (EDA 5) vyměnit data za české reálie #8

Do příštího kurzu bychom mohli možná vyměnit americká data za nějaká česká. Třeba ze senátních voleb nebo z dat Poslanecké sněmovny (stačí jeden join poslanců na poslanecké kluby). Strukturou budou dost podobná.
