"help sendtoaddress" output not clean / contains written errors #233

Describe the issue

The help <command> output for sendtoaddress contains a few errors, namely:

run raptoreum-cli help sendtoaddress
observe output

Expected behaviour

Formatted text
Numerically ascending numbers

Actual behaviour

Text looks disorganised
Number 3 is repeated (used twice)
