The S2 RTX !SET_HOUSE command ignored the restriction that military buildings cannot be placed close to one another. This allowed map scripters to do stuff like show below (2NDpaign chapter 1). Replicating this is currently not possible - none of the fortresses are placed in RttR with AIConstructionOrder.

This problem also exists in the final chapter of the Roman campaign. S2 places three HQs:
