I don't maintain the Factorio Mods page :) You'll need to talk to the website owner.

The site has a feature for mod creators to claim mods as their own, or you can create an account and publish the mod yourself.
If you don't want to wait for a PM, you can just reupload it. From Zequez/FactorioMods#7

For now, until that's done, the recommended way would be to just submit a mod with the same name, it's not forbidden by validation, and both mods will show up if you search them on the API by mods?names=<mod_name>.
