Moving the file 1854. Maximum Population Year.cpp from root to CPP folder -

What will change -
I saw that the file 1854. Maximum Population Year.cpp is located in the root and not in its desired folder CPP. I will change its location for better organization and file structure.

@choubari Thank you so much for pointing that out! I became a maintainer only last year. There have been some issues within this repository that I'm not aware of. Would really appreciate if you could fix whatever you see!
