Since the TLU is a critical part in testbeam studies, we should add unit tests as soon as we have confirmed, that the software produces reliable and comparable results to the reference implementation from EUDAQ2.

Files and behavior from these tests should be used for the unit tests. Maybe we need a TLU mockup as well
