Unfortunately that's Apple's approval process for you. There's no certainity on that.
It's a kind of rejection that pops up occasionally, as you can read from this long thread #1082 many people got rejected... as many got accepted. Read it through, it will help you to understand the issue better and the potential "fixes".
Please however keep in mind there's no bullet proof solution we can give you about that.
i tested the subscription function with a tester apple id and it worked just fine!, but i notice the sandbox mode on the subscription window? why is that?
if my app get approve it will keep showing the message SandBox?
You don't need a third party server for a Free Subscription application. When your app runs in debug mode on a device, the StoreKit framework is smart enough to go against the Sandbox iTunes environment. You'll need to create Test ID's in iTunes Connect if you want to test the purchase process. Once your app is submitted and goes live, it will automatically be available in the Production environment - which will not show that subscription window "Sandbox" message.
