Describe the bug

So like we cant hit one player which is the owner of the server, probably hes cheating but idk and this is the only pvp plugin we have on the server. He has no effects, hes on survival and i dont know whats happening. No player on the server can damage him, nothing really can, its like hes on creative but he doesnt glow red, its like he has resistance 100.
plz help..
