Add ability to run matrix tests in local mode

Feature description

Make ability to run all or parts of the available tests locally

Why is it needed?

Currently matrix tests are run only using GitHub actions and are generated in GitHub actions.
We must be able to run the same tests fixtures locally for development ( of tests ) purposes.
