I tried to look at fixed rooms using what End found

It seems that the game uses 4 different tables to generate spawned pokémon stats: (offsets based on the EU version)
(overlay_0010.bin:0x8ED0): Static Stats Table (SST)
(arm9.bin:0xA1F1C): Opponent Level Table (OLT)
(arm9.bin:0xA1F3C): Helper Level Table (HLT)
or the Floor Spawn Data (FSD)
