compactor locks its target even when recipe is not locked

chemlib-1.18.2-2.0.16 or chemlib-1.18.2-2.0.9 both with modpack Encrypted_

The compactor picks a recipe if it had none and softlock it by default, so processing of multiple different chems are not possible without manual pressing reset target.

When the recipe is not locked and the input matches not the needed recipe input for the target, it should search for a valid recipe and switch to another target.
